The move from temporary Mercosur residency to permanent residency starts before the card expires. The first step is to check the date on the document. The second is to prepare proof of economic solvency. Leaving those steps to the last moment can compromise the plan for the application.
Permanent residency requires a new application to the Dirección Nacional de Migraciones (DNM). This is how to organize each stage.
1. Check the category and the deadline
Confirm that your card is temporary Mercosur residency. The category sets the rules of the next application.
According to the DNM, the permanent application must be filed in the 90 days before expiry, while the temporary card is still valid. Start preparing documents before that window so there is time to clear open items.
If the temporary card has already expired, ask about the alternatives that apply. Do not assume you can still request permanent residency under the same agreement.
2. Organize proof of solvency
Economic solvency is proof of income or resources for support. The documents have to match the applicant’s real situation and the category the DNM provides for.
Identify how you obtain your resources and which documents prove that condition. Stating a profession, by itself, does not replace the proof that is required.
The permanent residency guide gathers the solvency categories and the official sources. Legal or accounting questions should be reviewed by a qualified professional.
3. Check the documents
Read the official list before you obtain the documents. The requirements include a valid temporary card, identification, the applicable police records, and proof of solvency. The list and the formalities are checked for each case.
Keep a tracking list:
| Document | Status | Next step |
|---|---|---|
| Temporary card | Check the expiry date | Set the filing window |
| Identification | Check validity and details | Set aside the original and the required copy |
| Solvency | Identify the category | Gather the matching proof |
| Other documents | Check the official list | Clear issuance and formalities still open |
A document that has been issued is not automatically ready to present. Also check the copies and certifications that are required.
4. Separate the costs and follow the application
Check the current DNM table and ask for a quote that separates professional fees, public fees, and third-party costs. Permanent residency has its own contract. Do not assume it is included in the temporary plan.
After you file, keep the receipt and follow any further requests. The authority receiving the documents is not the same as approval of residency.
5. Understand the cédula stage
Permanent residency does not expire as a status, but the card must be renewed every ten years. The Paraguayan identity cédula is requested in its own procedure with the Policía Nacional.
The cédula guide explains that stage. A grant of residency does not automatically issue the identity document.
When to ask for guidance
Get in touch before the filing window and say which residency category you hold, the expiry date, and how you plan to prove solvency. With that information, the team can assess the right service and help organize the preparation.
If the deadline has already passed, or there is another migration issue, say so in the first contact. The decision and the review time belong to the responsible authority.
