Study in Paraguay: RUE and high school recognition

To study for a degree in Paraguay, such as medicine in Ciudad del Este or Pedro Juan Caballero, a foreign student usually needs residency, a high school diploma recognized by the Ministry of Education and Science (MEC), and RUE registration. Each university has its own document list, and the decision always rests with the MEC, Migraciones, and the university.

The order that usually works

First, temporary residency. Next, the high school diploma and transcript, apostilled in the country of origin. Then recognition of those studies by the MEC and, finally, university enrollment and RUE registration. Each stage depends on the previous one, so it pays to start early.

Temporary residency

Universities usually ask for a copy of the temporary or permanent residency card issued by the Dirección Nacional de Migraciones. The Mercosur route works for people who will only study. The Law 6.984/2022 route also gives the right to the Paraguayan cédula, which helps with a bank account and other procedures during the degree. The temporary residency guide explains both routes.

Apostilled high school documents

The high school diploma and transcript need a Hague apostille, issued in the country of origin (in Brazil, at a cartório). Some universities also ask for a Spanish translation or copies certified by a Paraguayan notary (escribanía). Check the list of the university you choose. The Hague apostille guide explains this step.

High school recognition by the MEC

With the apostilled documents, the MEC is asked to recognize the secondary studies completed abroad. The result is an MEC resolution, which universities ask foreign students for. The MEC headquarters is in Asunción, and the Legaliza Paraguay team can file the request for you. If the MEC requires the student to attend in person, we tell you in advance. Timelines and fees are set by the MEC, and the decision is always the MEC's.

RUE registration

The higher education RUE (Registro Único del Estudiante) is the MEC registry that holds the student's enrollment, academic record, and graduation. Registration is free and done online on the MEC portal. It is linked to Paraguayan documents, so use the details of your residency or your cédula. The university usually guides this step.

Temporary residency follows the plans published on this site. The student service costs US$ 99: guidance on the apostille, filing the high school recognition request at the MEC in Asunción, and guidance for RUE registration. MEC and Migraciones fees, the cartório, the apostille, and translations are paid separately.
