Hague apostille and Brazilian certificates for Paraguay residency
Brazilian documents are only valid at Paraguay's Migraciones with a Hague apostille. It is the first task for anyone still in Brazil, and a missing apostille is one of the most common reasons for a wasted trip.
What the apostille is and why Migraciones asks for it
An apostille is a certificate issued in Brazil that confirms a public document is authentic, for use in another Hague Convention country. Brazil and Paraguay are both parties to the convention. Paraguay's Dirección Nacional de Migraciones requires documents issued abroad to be apostilled or legalized, and accepts apostilled documents with no further legalization. This applies to temporary residency under Mercosur and under Law 6.984/2022.
Which Brazilian documents usually need an apostille
For temporary residency, in general:
- Birth certificate.
- Marriage certificate, if you are married. If divorced, the divorce decree or certificate; if widowed, your spouse's death certificate.
- Criminal record certificate from Brazil's Federal Police, from age 14.
- Brazilian documents in Portuguese do not need translation, according to Migraciones.
Where and how to get the apostille
The apostille is issued by an authorized notary office (cartório) in Brazil, on the original document. The Federal Police criminal record certificate is issued online, free of charge, on gov.br, and is valid for 90 days. Each cartório has its own rules for apostilling documents issued online, so check with the cartório before you go. Migraciones asks for the original and a certified copy of each document.
The order that usually works
First get the birth and civil status certificates and have them apostilled. Leave the Federal Police certificate until close to the trip, because it is valid for 90 days and must still be valid on the filing date. Book the trip only once everything is apostilled and checked.
Costs
The cartório charges for each apostille per document, according to each Brazilian state's fee table, plus the cost of the certificate itself. These costs are paid by the client and are not part of the plan fees. Guidance on which documents to apostille is part of the residency plans. If you would rather have the team handle the certificates and apostilles in Brazil, there is a separate evaluation and quote, presented before you hire.

Official fees are separate and paid by the client. This guidance does not decide the application and does not promise approval or a timeline.
